Consulates were 1 year term military titles derived from the Senate. After a year the term was due and new consuls were elected. A outgoing consul couldn't became consul on the next term. During the campaigns, another senator would go as Questor to control the finances of the campaign, as an accountant, ensuring the Senate remained in control of the campaign through its finances.
Similarly, Dictators were elected to rule over military affairs by the senate, as an extraordinary measure, when the integrity of Rome was under inminent threat. They lasted until the threat was eliminated, after which the senate would revoke those powers and go back to the normal system. Even at war times, dictatorships were revoked as soon as the enemy wasn't at the gates.
I fail to see how these can be considered "monarchical traits", if anything they ensured civil control over military affairs.
