The θ (unvoiced dental fricative) is like English "thin", with the tongue pressing against the back of the top teeth. The s̟ is higher, with the tongue pressing against the teeth *and* the alveolar region of the gums right above the teeth.
In any case, it confirms that there *is* a difference at least.
