What I'm thinking is that the poor one will do it out of necessity. He needs money but isn't good enough to run an oil field, so he creates.

In contrast, the rich one creates out of sheer desire. His vibe is high, he sees a beauty world and he want to share that perspective.

You could easily argue the latter is the real artist.
