I think insisting that CSS and HTML are *programming* languages is a way of conceding the argument that programming languages are the only important computer language.

CSS and HTML are not programming languages, but they are crucial languages to understand and use, and very important to development even beyond the Web. They do things many programming languages have tried and failed.

And they did it by NOT BEING PROGRAMMING LANGUAGES.
