I have so many thoughts on this that it's like Three Stooges Syndrome.
For non-Jews, I believe that they are responding in large part to their own biases. They are thinking of Israel in terms of Jews, and then they have that little feeling that they know they're actually being racist jerks, so they add "I'm not racist but..."
On top of them we have a significant percentage who have already posted antisemitic things about Israel, such as calling Israelis Nazis and then having had Jews call them out on it. Their response isn't to stop doing it, but to get even more emphatic about their hatred, "IT"S NOT RACIST".
Then we have people who hear about such exchanges through biased lenses, even through media, "Bob said something pro-Palestinian and was called antisemitic", and so they respond with "IT'S NOT ANTISEMITIC" or they may amp it up to "THE JEWS WEAPONIZE ANTISEMITISM"
This is what I think is going on, for the most part.
