Non playing characters in a video game, pawns, wallpaper, unimportant, not real people, disposable, fun to abuse and destroy or just plain ignore.
That's sociopathic behavior and maybe this guy shouldn't running things or have any government contracts or get to decide how actual human being live and interact.
