I'm not sure I follow your argument. The U.S.A has vast quantities of lightly used, sparsely populated land. Maine, where I live, has 1 area code for the entire state. (state population is 1.4 million. 8 states have fewer people. It's not a small state (area).
The upper plains are equally sparse, or less so.
