If there's something wrong with the culture, it is really hard to force to change. However, I think that the culture has already changed compared to what it was a year ago. Many of the (annoying?) cultural issues that were (for many) problematic a year ago, are not present at the same extent any more.
For me Mastodon feels like "a luxury social media" (in quality of content and features) compared to very simplistic and chatty Bluesky.
