Because they consider it an intangible asset that moves hands and that they issued it to us to use as currency to do business. A car or a house is tangible property. When it comes to gold or Bitcoin since it wasn't issued by the government they cannot seize it so easily or under the same circumstances as cash or credits. I know what your point is though and it's a great point.
