So duplicate map keys is basically the same issue as message canonicalization, right? As long as all the parties agree on which duplicates to ignore, that is. i.e., you'd get the same signature non-uniqueness with duplicate keys that you'd get with keys in different orders, right?
I haven't yet been clever enough to think up an attack for the same logical message having multiple valid signatures depending on encoding details. What's the security issue there?
