The way I'm imagining it is a website that runs throughout the year. Any time, you can log on, submit a DOI and a short sentence or two describing what it is and why it's exciting. If the paper has already been submitted by someone else you see their statement and vote on it.

I think quite quickly you'd get a consensus about what was important that year, and then you could run a clustering consensus process like https://www.well-sorted.org/ to cluster these into themes, so that the whole thing wouldn't be too overwhelming for organisers.
