I disagree. You can go back to some of the earliest civilisations and find some arse parked upon the throne demanding people toil to build him a pointy tomb or else the guards will come for them. Before that, there was just no writing to record the names of the tribal leaders. Power structures emerge naturally, unless they are constantly fought against. It's a feedback problem - anyone who gets a little power can grab some more, until they have a crown and an army.
