Expecting that rules will just work because they exist is naive.
If you're hungry, you will eat, even though you're dieting and you're not supposed to and have set the rule.
If lovers in a relationship feel lonely and have a lack of sex and connection, they will 'cheat', even though there are rules against that.
If lying/stealing is incentivized and gets more faster, people will do it, even though there are rules to prevent that.
Instead of relying on some arbitrary rules, make sure incentives, physics, possibilities, and everything else is aligned in a way that benefits you.
