I would recommend everyone in this thread look at LoRAWAN. The standard can broadcast underneath the noise floor. distances of 240km can be achieved via line of sight. And there are projects like meshtastic to create mesh networks. There are also civilian micro satellites that you can repeat your signals off of. Best thing is that the spectrum it uses is unregulated. Skirting around the "no encrypted civilian radio traffic" regulation.
Been implementing one between me and a freind here in town. Relaying IP traffic so I can SSH into our shared server without connecting via the Internet. And we're 2mi away from each other. Though I am at a higher elevation than him.v the projects already garnered some attention as being "subversive and dangerous" from Rutgers University.
Works very well. Will be implementing text chat and voice with time. Maybe even try playing quake over it as a stress test.
