I think this is asking for physical failures. TQFP parts already have vulnerable legs, and this is going to make it worse. (I have rescued or binned many boards due to damage to QFP legs causing shorts or discontinuities.) Maybe it's reasonable for a bespoke part (where, as others have mentioned, you can carefully prune the affected legs), but I don't think it's a good idea for manufacturing.
