They were at one point told to register as a foreign agent but they chose not to, and every single day since then our government has chosen not to follow through. This makes everything else possible and "legal" in the sense that they know they won't be prosecuted for it.
In the US, registering as a domestic PAC means they're allowed to bribe as many politicians as they can afford, which is a whole lot since the US government sends the Israeli government $Bs every single year.
I doubt any foreign government would pass up the opportunity - if offered - to "legally" bribe the entire US elected class, but AIPAC really seems to have gone all in. And since citizens united dismantled what few protections there were against bribery, lobbying bribery from all monied interests - including AIPAC - has just exploded
