Most quests are replayable. Your best bet is to just do them all. Some quests are unlocked by doing the junctions on the star chart. If you were a brand new player they would gate your access to planets and what you need to do would make more sense but what's probably happened is you have missions available all over the place
Try to get to a quest called 'The New War' it's where many arcs end and new ones begin in the plot
