Instead, the protocol enables a network of applications and relays that users can freely choose from. If a particular application or relay implements policies that a user disagrees with, such as censorship, filtering, or even government enforced banning, they are not trapped or abandoned. They have the freedom to move to another application or relay with minimal effort.
