As for developing tools for understand and measure such events... well, it is a hard discussion. If taking the path of prevention, the alarms at Mexico City has become famous not only because the siren sound but also because the times it has failed or taken as a joke. Suddenly the fear is no longer only about the unknown to happen, but the known to fail; alas, to simply say "we do nothing then?" indeed hardly satisfy us as humans with curiosity and apprehension...
