When the government gives leases to private companies that allow them to exploit natural resources on federal land, there should be a law mandating a percentage split that's paid into a natural resource trust which pays out dividends to the citizenry. Ideally this would be granularized into sub-funds that pay out to citizens in the states in which these particular federal lands exist.
