I've appraised over 4 decades and serve on my city's Board of Equalization resolving property tax appeals. Where I would NEVER live (besides Murderapolis)? St. Paul. It's not the minorities. Look at the per home property taxes and what you get for what you pay. Crime (many very dangerous neighborhoods), trash and debris everywhere, mostly ramshackle OLD homes and commercial buildings, pot-holed streets, etc. Our capital is a third-world city in the making, and it's getting there quick.
