I agree there's a lot to work out, and a lot of safeguard would need to included.

I deliverately haven't gone into minute detail on Mastodon due to the format, but personally I would expect a "significance" test for social media providers, similar to the way large & small UK ISPs are already distinguised for compliance with certain legal & data retention obligations.
