Sometimes small changes, like giving kids a little more time before calling on kids, helps. I also would call on those who were volunteering, and then after a few answers, ask a quieter student what they thought. If they hesitated on answering, I might repeat what the other said, and just ask if they agreed.
But there were some very shy ones who never did answer. I did a lot of small groups, so they did participate at those times. I think the smaller groups helped them feel kee comfortable.
