It’s an incredibly difficult nut to crack this one.
On the positive side -
I’m inclined to think that Signal must be able to say that they have no knowledge of user generated content, because of its end-to-end encryption.
Apple makes similar arguments themselves to law enforcement, has stepped away from the CSAM library scanning, and has just recently launched an optional iCloud library encryption.
i.e. if this is focussed on user privacy and you use the same arguments as Apple themselves, I don’t really see how they could disagree.
