I think the issue is that they are afraid of ever touching romance again. Atelier Escha & Logy was an attempt to pivot to a broader audience, hell the story felt like the most generic JRPG ever and they even made an anime adaptation. That failed miserably as it didn't really increase sales at all. So now we are stuck with Yuri bait and shippers in the fanbase. Rorona and Sterk is so obvious, yet they refuse to at least knowledge that there is something going on between them.
