I think we're mainly using "mute" as a differentiation from "block" because most people consider blocking to work both directions.

1. I no longer see anything from the person I blocked.
2. The person I blocked no longer sees anything from me.
3. The person I blocked cannot contact me or reply to my posts.

The term "mute" makes it somewhat clear that it's only working one direction.

1. I no longer see anything from the person I muted.
2. The person I muted can still see anything I post publicly.
3. The person I muted can still attempt to contact me and reply to my posts and anyone else who hasn't muted them will still see it.

I agree, though. A client should not even request notes from users on my mute list. Not sure on relays, though. The relay would need to have my mute list in order to be expected to exclude npubs I have muted from the data it sends the client I am using, and not all relays I am reading from necessarily would, unless I happened to send it to them.
