My parents were NHS dentists, made an adequate income and could provide almost all sensible treatments (including orthodontics) for minimal costs. Eyecare was also available free if you didn’t mind rather basic frames for your glasses.

The core point remains: whatever you consider to be basic levels of care, is provided more cheaply if there is no profit element involved.
