There is no such thing as "data-driven". Data does not drive, it exists. There is "agenda-driven, supported by data".
And I don't mean it as a negative thing.
To make sense out of data you have to have a theory, the hypothesis which you are trying to support. This theory gives you the way to interpret the data points you have collected.
And while the data is objective, the interpretation is not. It can be wrong. It will require adjustments the more you develop your theory.
