At 4am, with the motorway empty, Speed X is perfectly reasonable (weather permitting), but illegal. At 8am, with heavy commuter traffic, even X/2 would be homicidal — but legal, if you could find room to reach it.
I saw the difference in driving when average speed cameras were introduced around here: for a start, lane discipline went (even more) to pot. Cruise in the middle lane!
