Aren't things that lack a browser implementation not in the HTML spec by definition?
Maybe a distinction could have been integrated in the flow but my initial thought is it would be a distraction. Though few probably read it, I think the preamble text could have included something about the survey including mere proposals.
For anyone who uses the Reading List feature, the distinction is pretty apparent; real things have links to the spec, not real things have links elsewhere, like GitHub and various Chrome-related domains.
