"American culture," as referred to here, isn't driving the use of plastic. It's the other way around. If companies stop making the stuff, the culture would change. We didn't sit around 2 generations ago and say, "Gee, I've been throwing away glass containers for a long time. I wish they'd come up with something more polluting." This is how backward thinking policy makers try to make individuals responsible for systemic problems. It's ineffective and demoralizing.
