Cooper's hawks are accipiters, which have long tails and short wings. Usually the tail hangs really far below the wing tips.
The other clue, for me, is the pattern "dark-light-dark" for a red-tailed. that white chest and dark belly band is a good identifier. Immature Cooper's (least, as far as the pics in AllAboutBirds) have a brown striped chest from their neck to their feet.
