actually, the funny thing about this is it shows how roads were built and maintained all thru history. roads built by ppl of the town were just good enough to get the job done. strong durable roads were built for business reasons, mostly to get goods from location to location. the business owners (merchants, mine/land owners, kings getting their cut) built and maintained them.

the state is the same as the king/lord, just profit comes from taxes and not business
