1) Cordon off the hires in non-essential, easily discarded silos
2) Assign extremely detailed, marginal work, perhaps not even worth polishing...also reject most work as too complicated.
3) Somehow get engineers to be fallow, e.g. wasting their time somehow to reduce output.
If you hire engineers, they'll want to and have incentives to add complications.
