I think it was a cost-saving measure, plus it removed an insecure transition where they had to connect unprotected SMS and bridge it into/out of their network.
I can see it both ways - they want to be seen as an e2ee product and didn't want to have to manage the complexities of explaining to regular folks why conventional SMS served through their app is less secure than Signal to Signal messages.
But it means that a lot of people who otherwise wouldn't use it except to talk to their security-focused friends and family, stopped. It PGPed itself into niche-hood.
