I personally think #Hetzner should get a bit more blame here, because they have much less clients to deal with reports. And woem.men is a paying customer so they definitely deserved due diligence. #Cloudflare meanwhile has lots of free-tier users to deal with and so can be assumed to be simply forwarding every report they get to the origin provider. That doesn't absolve them of accountability; quite the opposite in fact, they shouldn't be doing that. And if that means giving up on providing the free tier then too bad for them. Maybe they will be a real #CDN and anti-#DDoS service now instead of being a #honeypot.
