Upon a second look, it appears that I created a merit in my own Rocket. I had presumed a merit was an "ask" to the builder community. It looks like in this case the builder submits the merit to the Rocket which is then discussed and voted upon by stakeholders of the Rocket.
I think I get it now. 🤓
