You've synthesized some of my own (not so original) thoughts and observations with new and critical ones. Responses right now:

1. Constant shrinking, narrowing, and insecurity of science funding (thanks, Republicans) seems to drive a lot of these initiatives.

2. There was a study about a decade ago showing, with citations and publications, that the groundbreaking ideas of the last several decades didn't get traction until the old men running the journals and orgs died or retired. This speaks to what you suggest: a broad research ecosystem with lots of scientists pursuing a wide variety of research lines in multiple ways is better for scientific progress than the "esteemed PI" model. Science advancing thousands of assistant professors at a time is superior to One Funeral At A Time
