I think that’s part of the plan. Back then, at least, the footsoldiers weren’t very organized (or informed). They’d take the form and fill it out and go away, feeling virtuous. It might be different now that they organize online instead of with newsletters mailed out to elderly do-gooders. I haven’t worked in a public library since 1996, so I have no recent experience with this kind of challenge.
