If a government refuses to govern, it kinda forces people to replace it with systems that accomplish the original purpose.
If it won't house people, feed people, give them clean water and air, and provide medical care... it's not like people will stop doing those things.
What happens is that governments -choose- to give up their legitimacy. They basically abdicate the "throne" by refusing to get a handle on corruption.
