Basically it's time for all the states to pretend the federal government will shortly no longer be there to help with anything: human rights protections, disaster response, food safety, health, etc. They need to have a plan in place for if/when Trump and his cronies set out to dismantle important pieces of the federal government.
And it's time for people who are especially vulnerable to human rights' abuses to move to states which will protect them when the federal government ceases to. Canada is not going to give anyone from the US asylum while there are still safe states in the US, and waiting until it's finally "bad enough" to flee unsafe states can result in additional losses.
