Manufacturing offshored because taxes, regulations, and unions made domestic products too expensive. Making forign manufacturing also too expensive will not make anything cheaper or America more prosperous. You would need to actually roll back the red tape to get that to happen. High tariffs will make a few elites with rent-seeking capabilities more wealthy but do nothing for the working class broadly.
