Well, yeah. Obviously financial institutions are by their nature not a *military* target, so are civilian.
That is not debatable and not a matter of whether one hates or loves any side or another, but applies equally for all, because that is how the international humanitarian law ("laws of war") was designed to work even though States have been working very, very hard at eroding that equality into political tools of power projection increasingly much (some more than others) and that erosion of protection for civilians against the worst manifestation of States is a danger to every civilian now and in the future.
