If Labour's proposal to ease planning constants & devolve the power to initiate compulsory purchase, make it into legislation, then we may have a clear test as to the contribution made by planning problems to the housing crisis & the lack of infrastructure investment....
Conversely, what this may reveal is while they were partially to blame for stifling construction, actually a shortage of skilled construction workers has been a major issue for some time.
