I don't think bureaucrats really consider what happens when their authority is removed by dissolving the system. Then again that's how a lot of major collapses are so bloody. They kick people in the teeth thinking they're safe the whole time. Their own supporters turning on them should be feared more than the opposition that can just sit back and watch.
