It's a desperate bid to get Russia to pull troops and aid to go deal with the marauders. It's an embarrassment for sure like the Tet Offensive was for the US. I understand Russia doesn't want to dig in with trench defenses and rely on more mobile units but leaving that border region so sparsely manned is unacceptable.
