It seems pretty consistent to me. Commander is two thick stripes. Lt. Commander is one thin stripe and one thick. The broken braid/solid braid dichotomy of TOS is clearer. That being said, ranks have always been wonky. TOS Spock was always referred to in dialogue as a Lt. Commander even though he wore Commander's stripes; my theory is that sleeve stripes are as much about position as rank; Spock wore 2 solid stripes because he was the XO.
