The zoosadist stuff was straight out of Programmed to Kill. There's some speculation later in the KF thread that people like Rainstirs are kept around by the feds on purpose - for catching/spying on bigger pedophile fish at best, or some actually nefarious purpose at worst - and I 100% think this is the case.
