He demanded some documents to proof they were not linked with Russian tech companies or the government, but even with those documents there is no way to guarantee that as you said (plus the fact that any other nationality could also be a spy).
That's why I said that I understand the concern, but the attitude towards it was pretty shallow. Sounded more like a bias against Russians than an effective security measure.
