Where'd the "technically" come from? That is *plainly true* for anything you download from anywhere, from anyone. Plain and simple. Because computers don't sandbox by default.
If it's an executable, it can do anything, as long as it's in userspace.
Less so for an image file, of course... But if the image file you download can exploit a vulnerability in your image viewing software, the infected image viewer can now do anything to your computer, as long as it's in userspace.
